Finding: Changes or alterations have been required in , <br /> or incorporated into , the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Roads providing access to the Project Site must be <br /> widened over time as shown in FEIR Table 4 . 14-16 to <br /> accommodate Project traffic impacts at each phase of <br /> development . <br /> • At the Specific Plan stage, the integration of <br /> transit facilities and site plans for individual <br /> development sites should be detailed further . <br /> • With these improvements , roads giving access to the <br /> Project would continue to provide acceptable levels <br /> of service . <br /> • See FEIR, Section 4 . 14 . <br /> V-4 . Potentially Significant Impact • Internal Roadways <br /> [ Impact 4 . 14-6] <br /> Project-generated trips would result in significant <br /> traffic levels on roadways internal to the site, <br /> requiring construction of a comprehensive network of <br /> adequately sized internal roadways . Internal roadway <br /> needs would be slightly greater with the Proposed Project <br /> Scenario than with the Market-Constraint Scenario . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The following measures identified in <br /> the FEIR would be required as modifications of the Land <br /> Use Plan addressed in the FEIR to assure adequate levels <br /> of service: <br /> • The internal road adjacent to the Freeway Commercial <br /> parcel in the Project ' s southeast corner should be <br /> upgraded to major arterial status with six travel <br /> lanes by 2010 . Six lanes on this segment would <br /> provide sufficient capacity to provide LOS D <br /> operation, closely approaching LOS C. This road <br /> C2-68 <br /> 0189r/0202r <br />
