should either be shifted to the north to allow <br /> greater weaving distance on Patterson Pass Road south <br /> to I -205 , or should be combined with the collector <br /> road shown across from existing Von Sosten Road to <br /> form a single arterial roadway entrance to the <br /> southwest corner of the Project . <br /> • Under the Proposed Project Scenario , the north-south <br /> minor arterial proposed for the west side of the <br /> Project Site (Figure 4 . 14-5) should be upgraded to a <br /> six-lane major arterial between the proposed town <br /> center and that portion of the site north of Byron <br /> Road by 2005 . <br /> • Options for direct acces.: between Byron Road and the <br /> northern portion of the site should be considered, <br /> such as flyover ramps to and from Byron Road or <br /> interchanges where Byron Road pass--s under the <br /> proposed major arterial extension of Patterson Pass <br /> Road . Any such direct access alternative must <br /> include a grade-separated -ailroad crossing . This <br /> mitigation measure would reduce delay for travel <br /> between the Project Site and the City of Tracy by <br /> providing a less circuitous connection between Byron <br /> Road and the portion of the Project Site north of <br /> Byron Road. <br /> • The Specific Plan should provide for development of <br /> an additional minor arterial in the west-central area <br /> of the Project Site that would allow internal <br /> arterials in this portion of the Project Site to <br /> remain four lanes at buildout or, alternatively, <br /> expand the currently proposed minor arterial to six <br /> lanes in this segment . <br /> • The collector roadway couplet connection between <br /> Patterson Pass Road and the town center should be <br /> eliminated. <br /> • In response to these and other mitigation measures , <br /> the Applicant developed a revised land use plan, <br /> dated January 12 , 1992 . The incorporation of the <br /> revised land use plan in the adopted General Plan <br /> Amendment would result in improvement in the internal <br /> road system, generally achieving the purposes of the <br /> above-mentioned mitigation measures although some <br /> internal roads would still operate at LOS D . This <br /> alternative land use plan for internal roads would be <br /> acceptable if the Board accepts the Applicant ' s <br /> proposal to allow LOS D as an acceptable level of <br /> service .
