Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Bicycle use between the Project nd other nearby <br /> developed areas must be encouraged by the provision <br /> of Class II bicycle lanes on major arterials and <br /> County roads connecting the site to Tracy and Alameda <br /> County. The sponsor ' s proposed bicycle facilities <br /> and accommodations should be incorporated into <br /> Specific Plan design standards . <br /> • A continuous Class II bicycle lane should be extended <br /> by the Project sponsor into the City of Tracy. Grant <br /> Line Road must be considered for continuous bicycle <br /> lanes between the Project Site and the City of Tracy. <br /> • The Applicant must provide fair share funding for a <br /> continuous bicycle route along Altamont Pass Road or <br /> a comparable route to connect the Project Site and <br /> Alameda County. <br /> • See FEIR, Section 4 . 14 . <br /> V-7 . Potentially Significant Impact • Access to Railroad Tracks <br /> [ Impact 4 . 14-9] <br /> The Project would increase the number of vehicles <br /> crossing the existing Southern Pacific railroad track <br /> that runs through the Project Site . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Improvements provided by the Applicant at the two <br /> at-grade crossings within the site on Kelso Road and <br /> Henderson Road shall include crossing gates , lights , <br /> and appropriate signage. Pedestrian access to the <br /> railroad right-of-way must be restricted to ensure <br /> safe conditions . Pedestrian crossings over the <br /> railroad tracks must be considered at the Specific <br /> Plan stage. <br /> • A sound wall along the north side of the Southern <br /> Pacific line bisecting the site shall be provided to <br /> restrict access to the tracks from the adjacent <br /> C2-71 <br /> 0189r/0202r <br />
