The cumulative impacts analysis address <br /> the five new major communities currently proposed in the <br /> area (Mountain House, Liberty, Forest Oaks , Riverbrook <br /> and New Jerusalem) as well as out-of-County and specific <br /> San Joaquin County projects within an approximately <br /> 20-mile radius of the Project Site that are proposed or <br /> under construction, or are likely to occur within the <br /> general vicinity of the Project Site . <br /> 1 . Potentially Significant Impact • Public Services/Parks <br /> and Recreation <br /> Potential development in Livermore Valley, southwestern <br /> parts of the County, and the City of Tracy could place <br /> tremendous demands on existing County park systems . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate the Project ' s <br /> cumulative impacts : <br /> • A regional recreational task force should be formed <br /> to develop funding mechanisms to expand and maintain <br /> regional recreational facilities . San Joaquin <br /> County, in conjunction with the cities in San Joaquin <br /> County, should develop a fee structure to finance <br /> regional parks . Current policies regarding regional <br /> parks should be reviewed and possibly revised. <br /> • See FEIR, Section 6 . 1 . <br /> 2 .
