Finding: Changes or alterations have been required in, <br /> or incorporated into , the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate the Project ' s <br /> cumulative impacts : <br /> • The County should ensure that , as a condition of <br /> receipt of development entitlement , all <br /> unincorporated new communities have the monitoring <br /> mechanisms and special districts in place that would <br /> prevent each new town from incurring a net General <br /> Fund deficit . These mon_ toring mechanisms and <br /> special districts should oe identified and approved <br /> by the County at the Specific Plan stage of the <br /> development approval process . <br /> • See FEIR, Section 6 . 1 . <br /> 17 .
