Finding: Changes or alterations have been required in, or incorporated into , the Project which, together with the mitigation measures set forth below, would substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level . Statement of Fact : In addition to the Project-specific mitigations discussed above, the following mitigation measures are required to mitigate the Project ' s cumulative impacts : • The County should ensure that , as a condition of receipt of development entitlement , all unincorporated new communities have the monitoring mechanisms and special districts in place that would prevent each new town from incurring a net General Fund deficit . These mon_ toring mechanisms and special districts should oe identified and approved by the County at the Specific Plan stage of the development approval process . • See FEIR, Section 6 . 1 . 17 . Potentially Significant Impact • Financial Impacts Debt retirement may be hampered by the slowing of construction rates caused by competition from unanticipated projects such as the proposed new towns .
