• Design guidelines for residential and commercial <br /> development within the Project shall be established <br /> to facilitate safe and convenient pedestrian access <br /> to transit stops . Transit stops should be located <br /> within convenient walking distance (one-quarter mile <br /> or less) of employment and commercial areas within <br /> the site . Such guidelines should be included as part <br /> of the Specific Plan . <br /> • Local-serving commercial uses throughout the Project <br /> Site shall be provided to facilitate walk trips for <br /> local shopping . <br /> • The revised land use plan improves the convenience of <br /> local serving commercial uses . <br /> • Should passenger rail service on either the UP or SP <br /> tracks be determined to be feasible and sufficient <br /> patronage be identified to warrant a station near the <br /> Project Site, the Project sponsor shall contribute a <br /> fair share toward a rail station to serve the Project <br /> and should fund feeder bus service to the station. <br /> • The provisions for encouraging a favorable jobs <br /> housing balance should also contribute to a reduction <br /> in external traffic . (See FEIR Mitigation 4 . 11-1 . ) <br /> • The FEIR indicated that the overall size of the <br /> Project could be downscaled to reduce traffic <br /> generation of the Project and associated adverse <br /> impacts on the transportation system. It should be <br /> noted, however , that the Staff has stated that <br /> reducing the size of the Project would not mitigate <br /> all identified adverse impacts of the Project since, <br /> on many regional facilities , cumulative traffic <br /> levels without the Project (as indicated for the No <br /> Project Scenario) are projected to exceed <br /> capacities . This measure was deleted upon <br /> recommendation of the County Staff due to the concern <br /> that reducing the project size would not necessarily <br /> proportionately reduce external trips, which is the <br /> main concern. <br /> A-4 . Significant Impact • Freeways <br /> [ Impact 4 . 14-21 <br /> The Project would increase 2010 traffic volumes on study <br /> area freeway segments by 3 to 18 percent over cumulative <br /> levels projected without the Project , resulting in <br /> deficient Levels of Service at a number of locations <br /> along I-580 and I205 . <br /> C2-93 <br /> 0189r/0202r <br />
