• Design guidelines for residential and commercial
development within the Project shall be established
to facilitate safe and convenient pedestrian access
to transit stops . Transit stops should be located
within convenient walking distance (one-quarter mile
or less) of employment and commercial areas within
the site . Such guidelines should be included as part
of the Specific Plan .
• Local-serving commercial uses throughout the Project
Site shall be provided to facilitate walk trips for
local shopping .
• The revised land use plan improves the convenience of
local serving commercial uses .
• Should passenger rail service on either the UP or SP
tracks be determined to be feasible and sufficient
patronage be identified to warrant a station near the
Project Site, the Project sponsor shall contribute a
fair share toward a rail station to serve the Project
and should fund feeder bus service to the station.
• The provisions for encouraging a favorable jobs
housing balance should also contribute to a reduction
in external traffic . (See FEIR Mitigation 4 . 11-1 . )
• The FEIR indicated that the overall size of the
Project could be downscaled to reduce traffic
generation of the Project and associated adverse
impacts on the transportation system. It should be
noted, however , that the Staff has stated that
reducing the size of the Project would not mitigate
all identified adverse impacts of the Project since,
on many regional facilities , cumulative traffic
levels without the Project (as indicated for the No
Project Scenario) are projected to exceed
capacities . This measure was deleted upon
recommendation of the County Staff due to the concern
that reducing the project size would not necessarily
proportionately reduce external trips, which is the
main concern.
A-4 . Significant Impact • Freeways
[ Impact 4 . 14-21
The Project would increase 2010 traffic volumes on study
area freeway segments by 3 to 18 percent over cumulative
levels projected without the Project , resulting in
deficient Levels of Service at a number of locations
along I-580 and I205 .
C2-93
0189r/0202r
