Mitigation Measure 4.14-6(c): Consider options for direct access between Byron Road <br /> and the northern portion of the site. Any such direct access alternative should include <br /> a grade-separated railroad crossing. <br /> The Mitigated Plan proposes three railroad crossings, each serving major roadways <br /> within the community. The two perimeter "expressways" cross the railroad at grade, <br /> with the opportunity for direct access with Byron Road. The central "parkway" crosses <br /> at a grade-separated intersection. As this central roadway is intended to primarily <br /> connect destinations within the community, it appears to be the appropriate location <br /> for an overcrossing. This alternative represents one option as directed by the Draft EIR. <br /> Mitigation Measure 4.14-6(e): Eliminate the collector roadway couplet connection <br /> between Patterson Pass Road and the town center. <br /> The Mitigated Plan relocates the Town Center slightly to the north to situate it adjacent <br /> to the linear park and to accommodate the neighborhood plan. The plan maintains the <br /> roadway connection to Patterson Pass Road, as this is an important link between <br /> residential and employment areas, and a crucial access into the Town Center from a <br /> major project roadway and from office-commercial uses along the east edge. <br /> Elimination of this roadway would create the need for longer vehicle trips due to <br /> circuitous access, would conflict with the basic goal to link jobs and housing, and would <br /> negatively impact the viability of the Town Center. <br /> IMPACT 4,14-7 (The project would generate a significant demand for 12arkine) <br /> Mitigation Measure 4.14-7(b): Develop mixed-use districts to maximize the use of <br /> shared parking. <br /> The Mitigated Plan proposes a mixed-use district at the Town Center. <br /> 4.15 AIR QUALITY <br /> IMPACT 415-1 (The project would increase regional emissions of criteria pollutants) <br /> Mitigation Measure 4.15-1(a): At the Specific Plan,land uses and densities should be <br /> oriented toward pedestrian/bicycle travel for local trips. The strategy should be to place <br /> residential uses within one-quarter to one-half mile from commercial uses, schools, <br /> and parks. <br /> Mitigation Measure 4.15-1(h): The land use mix should attempt to locate mutually- <br /> supportive land uses in proximity to one another to reduce trip generation or miles <br /> -8- <br /> The SWA Group <br />
