Amok <br /> San Joaquin County , ' " <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax; (209) 468-3433 Web:www.sj oq v_org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON RUBBER MFG CO INC 5023 N FLOOD RD, LINDEN August 31, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS 11,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> -A 55 gallon black steel drum of oily absorbent was observed in the hazardous waste storage area with no hazardous <br /> property. <br /> -Used oil was observed accumulated on the tops of several drums inside the hazardous waste storage area. <br /> -A one gallon bucket of used oil was observed with no labeling in the hazardous waste storage area. <br /> -A 55 gallon black steel drum of used oil was observed labeled only with the contents. <br /> -An open-top, black plastic pan of oily solids was observed in the yard south of the Blasting Department. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> Used oil filters were observed stored on the tops of several drums in the hazardous waste storage area. No container <br /> was observed for the storage of used oil filters. Used oil filters shall be drained of free-flowing oil, stored in a closed, <br /> rainproof container, labeled as"drained used oil filters," and marked with an accumulation start date. Immediately <br /> containerize and label these filters, and ensure that all used oil filters are managed in this way. <br /> Used oil filters were observed uncontainerized, with no accumulation start date, in the hazardous waste storage area. <br /> No disposal records were available for used oil filters. Facilities that generate up to one ton of used oil filters per year <br /> may store the filters up to one year. Facilities that generate one ton or more of used oil filters may store the filters for <br /> up to 180 days. Immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the <br /> EHD. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Page 9 of 10 <br />
