As we recently discussed over <br /> the phone, a small of area of surface soil on the top of the levee contains elevated concentrations <br /> of copper due to the presence of paint chips from boat cleaning. Our recent sampling-suggests <br /> that contamination is not present on the bank of the levee, nor beneath a depth of about 3 inches. <br /> It is important that this soil be removed before the fall rains begin so that copper-contaminated <br /> soil doesn't wash over the levee. As a first phase, our Workplan proposes to excavate about 3 <br /> inches of soil from the top of the levee and dispose of the material at a Class I landfill. <br /> Confirmation samples will then be collected and the need for additional work evaluated. <br /> ' The San Joaquin County Environmental Health Department has declined to provide oversight <br /> on this case. The District Attorney's office has expressed their opinion that DTSC should <br /> provide oversight. As you and I discussed, it may ultimately be more appropriate to have <br /> ' RWQCB oversee the final investigation and cleanup since water quality may be the driving issue <br /> following the initial soil removal.
