CALTRANS EMERGENCY RESPONSE PERSONNEL <br /> Unless the employee is not medically qualified, all Maintenance personnel are designated <br /> Emergency Response Personnel for Hazardous Material/Waste Spills based on their level of <br /> training and capabilities. <br /> MITIGATION <br /> Highway Spills <br /> Our primary role is to identify and clean up all spills on the highway. This can be accomplished <br /> by trained Caltrans personnel, our Emergency Response Contractors, or specially trained <br /> responding agencies. We will assist the CHP with traffic control. <br /> The spiller (also known as the responsible party) shall be given the opportunity to clean up the <br /> spill site regardless of size. If it is the judgment of the Caltrans representative at the spill site <br /> that the responsible party or her/his agent is not qualified to perform the cleanup or, if the actions <br /> of the responsible party or her/his agent are not appropriate or timely, the Incident Commander <br /> shall be immediately notified. Care shall be taken to ensure that the responsible party retains all <br /> liability for the mitigation of the spill. <br /> If the responsible party does not have a qualified Emergency Response Contractor available or if <br /> the Caltrans representative is asked to provide an emergency Iresponse contractor <br /> recommendation, the Caltrans representative will provide the responsible party with a copy of <br /> Caltrans Emergency Response Contractors and phone numbers Appendix B. To ensure that the <br /> responsibility for mitigation costs remains with the responsible party, District 10 <br /> representative(s) shall not recommend a particular Emergency Response Contractor or contact <br /> the Emergency Response Contractor for the responsible party. Let the responsible party make <br /> the call; do not call for them. <br /> If the responsible party is not known or if the responsible party does not have a means to <br /> mitigate the spill site, the Caltrans representative at the spill site shall contact the District 10 <br /> Hazardous Material Manager to engage the services of a pre-approved Caltrans Emergency <br /> Response Contractor. District 10 Hazardous Material Manager shall be immediately informed in <br /> all instances when the services of a cleanup contractor or prearranged services such as from the <br /> county have been requested. <br /> Personnel trained to handle hazardous materials/waste are authorized to mitigate small spills. <br /> Caltrans personnel can mitigate a small spill is when the spilled material is known to be diesel <br /> fuel, antifreeze, hydraulic oil, gear oil, motor oils, grease or when spilled material is known and <br /> where a Code of Safe Operating Practices has been authorized. <br />
