Personnel must be familiar with the use of the spilled material and must be knowledgeable of the
items discussed at the First Responder Awareness (FRA) and First Responder Operations (FRO)
hazardous material/waste training classes. These items are as follows:
• Health risks associated with spilled material
• Physical hazards associated with the spilled material
• Personal Protective Equipment (PPE)requirements
• Site Safety Plan(must be prepared prior to cleanup for any incident)
• Drum and container handling techniques
• Decontamination requirements and procedures
• Proper work procedures
• Medical Monitoring Procedures
• Site access control procedures and zones
• Site organization(roles and responsibilities)
• Transport and disposal requirements of the removed, contaminated material(s)
• Emergency action plan and alarm system
• Spill containment plan
All of the above mentioned items need to be considered and documented prior to any
containment or mitigation activities associated with hazardous materiaUwaste. In every
response, the Caltrans employee in charge shall ensure that all necessary precautions are taken at ,
the mitigation site, including preparation of the required Roadside Spill Site Safety Plan,
Appendix C or the Site Specific Safety Plan, Appendix D. The Site Specific Plan will be used
for a large spill; the Emergency Response Contractor will complete this plan when doing the
mitigation. If it is a small spill and a known contaminate of the above-mentioned materials, the
Caltrans employee in charge at scene will fill out the Roadside Site Safety Plan.
A small spill is one 55-gallon drum or less of hazardous material/waste.
A large spill is more than one 55-gallon drum of hazardous material/waste.
Hazardous material/waste trained personnel are authorized to wear level C and D personal
protective equipment. At least two hazardous material/waste trained personnel shall be
dispatched for respond to any hazardous material/waste incident regardless how insignificant it
may have been reported. Remember the use of the "Buddy System" is mandatory for all entries
into a spill site.
Mitigation of an unknown hazardous material spill requires personnel trained at the Hazardous
Material Technician or Specialist level. It is District 10 policy to mitigate unknown hazardous
material spills utilizing the services of an Emergency Response Contractor.
s
