MAINTENANCE HAZARDOUS WASTE MANUAL <br />Chapter 2 <br />Pajze 23 <br />2.04 Training and Operational Requirements/Guidelines <br />The following are Caltrans training requirements and operation guidelines <br />for employees who work in locations where hazardous wastes are generated: <br />A. The California Code of Regulations Title 22 Section 66265.16 (Personnel <br />Training) establishes additional training requirements for our employees. <br />B. At a minimum, the training program shall be designed to insure that facility <br />personnel are able to respond effectively to emergencies by familiarizing them <br />with emergency procedures, emergency clean up equipment, and emergency <br />systems. All maintenance personnel shall receive site specific training for <br />emergency response, and Hazardous Materials First Responder Awareness Class <br />(FRA). Each facility shall have at least one person trained at the First Responder <br />Operational level (FRO). (See Maintenance Manual, Chapter D5) for additional <br />information on these training classes. <br />C. Response to emergencies will be the same as for highway spills of hazardous <br />materials. (See Maintenance Manual, Chapter D5). The District Hazardous <br />Materials Spill Contingency Plan shall be followed. Employees will be trained to <br />make the appropriate notification(s): <br />1.Dispatch Center/TMC <br />2.Area Supervisor <br />3.Medical Facility/Assistance <br />4.DHM <br />5.CHP <br />6.Local Fire Department <br />7.Caltrans Spill Responders <br />&Environmental Health Department <br />D. The CHP is the incident commander of any hazardous materials release at a <br />Caltrans facility. <br />E. Employees are trained in the hazards involved with any material they work with, <br />including the use of Material Safety Data Sheets (MSDS's). It is important to <br />remember that the waste we generate is the same basic material we were working <br />with yesterday (motor oil, light bulbs, antifreeze, batteries, etc.). The precautions <br />and hazards for use and disposal are the same. <br />July 2018 <br />
