Any employee observing a spill, fire, or potentially hazard- <br /> ous situation shall, within his knowledge of the facility and <br /> his basic training, take immediate action to control and contain <br /> the incident and at the earliest time commensurate with the <br /> circumstances notify his supervisor. The supervisor will in <br /> turn notify the department superintendent responsible for the <br /> facility from which the spill originated. <br /> The following notifications are made as part of the .above plans: <br /> 1. Local fire department <br /> 2. Plant superintendent <br /> 3. Environmental Coordinator <br /> 4. San Joaquin County office of Emergency <br /> Services <br /> Notification to the above will initiate whatever commitment <br /> necessary of manpower, and materials required to expeditiously <br /> control and remove any harmful quantity of material discharged. <br /> Required Equipment <br /> Immediate access to communication/alarm equipment for operating <br /> personnel in hazardous areas 'is -provided by a telephone system <br /> with instructions in all areas for proper reporting procedures <br /> for emergencies (i.e. , fires and spills. )- Supervisors and <br /> operating personnel (working in remote' areasj "can be provided <br /> with a hand-held two-way radio for communication with facility <br /> personnel in case of an accident or an emergency. <br /> Portable fire extinguishers and fire control equipment are <br /> located throughout the plant for ergency- use.. . •Fire -extin- <br /> guishers for abatement of all types of fires are provided (i.e. , <br /> CO2, pressurized water, dry chemical, and dry chemical wheel <br /> units) with permanent fire hose stations located in various <br /> portions of each unit. Fire hydrants are in sufficient numbers <br /> and locations to supply an adequate supply of water (volume and <br /> pressure) for water hose streams or foam-producing equipment. <br /> Spill control equipment is provided for containment and disposal <br /> of spills, both on land and in waterways (where applicable) . <br /> Decontamination of equipment is accomplished by chemical cleaning <br /> and thorough rinsing. If the equipment cannot be decontaminated, <br /> it is disposed of as a material contaminated by a hazardous waste. <br /> Emergency control and communication equipment is tested or <br /> checked on a regular basis. Any malfunctions are corrected <br /> immediately. <br /> 1 <br /> X-3 <br />
