o Identify the character, exact source, amount, and <br /> condition of released materials. <br /> ® Assess possible hazards to human health or the <br /> environment (both direct and indirect) . <br /> o Determine if the incident endangers human health or <br /> the environment outside the facility and report this <br /> information: <br /> -- To local authorities in the need for evacuation <br /> -- To the government on-scene coordinator for that <br /> geographical area, California Office of Emergency <br /> Services (800) 852-7550 (or National Response <br /> Center 1-800-424-8802) and report: <br /> - Name and telephone number of reporter <br /> - Name and address of facility <br /> - Time and type of incident <br /> - Name and quantity of materials involved . <br /> - Extent of injuries <br /> l - The possible hazards to human health or the <br /> environment outside the plant-- . . <br /> o Take all reasonable measures necessary to ensure that <br /> fires, - explosions, and releases do not occur, recur, or <br /> spread to other hazardous wastes or substances at the <br /> facility— These measures must include where applicable, <br /> stopping processes and. operations, collecting and-con- <br /> . taining released waste, and removing or isolating containers. <br /> ® If the facility stops operations in response to a fire, <br /> explosion, or release, the Emergency Coordinator must <br /> monitor for leaks, pressure buildup, gas generation, or <br /> ruptures in valves, pipes, or other equipment, wherever <br /> this is appropriate. <br /> ® Provide for treating, storing, or- disposing of recovered <br /> waste, contaminated soil or surface water, or other con- <br /> taminated materials resulting from fire, explosion; or <br /> release after an emergency. <br /> � . _ X-5 <br />
