Secondary containment was not provided for the used antifreeze tank. In order to prevent the <br />release of hazardous waste or hazardous constituents to the environment, secondary containment shall <br />be provided for tank systems. Secondary containment shall be designed, installed, and operated to <br />prevent any migration of wastes or accumulated liquid out of the system to the soil, ground water, or <br />surface water at any time during the use of the tank system, and capable of detecting and collecting <br />releases and accidental accumulated liquids until the collected material is removed. Immediately <br />provide secondary containment which meets the requirements of Title 22 for the used antifreeze tank. <br />35. Daily inspections are not being conducted for the used antifreeze tank. The owner or operator shall <br />inspect, at least once each operating day, all of the following: <br />(1) overfill/spill control equipment (e.g., waste -feed cutoff systems, bypass systems, and drainage <br />systems) to ensure that it is in good working order <br />(2) the aboveground portions of the tank system, if any, to detect corrosion of releases of waste <br />(3) data gathered from monitoring equipment and leak -detection equipment (e.g., pressure and <br />temperature gauges, monitoring wells) to ensure that the tank system is being operated according to its <br />design <br />(4) the construction materials and the area immediately surrounding the externally accessible portion of <br />the tank system including secondary containment structures (e.g., dikes), to detect erosion or signs of <br />releases of hazardous waste (e.g., wet spots, dead vegetation) <br />(5) for uncovered tanks, the level of waste in the tank, to ensure compliance with Title 22 section <br />66265.194(b)(3) <br />Immediately begin conducting the necessary daily inspections for all hazardous waste tanks at this <br />facility. Submit a copy of the inspection logs to the EHD by July 7, 2011. <br />45. No contingency plan was available on site. A contingency plan was faxed over for the Sacramento <br />facility, and has some of the same information. According to Mr. Edel, this information will be updated <br />for this facility. A contingency plan shall include all of the following: <br />-actions facility personnel shall take in response to fires, explosions, and unplanned release to air, soil, <br />or surface water <br />-arrangements agreed to by local police departments, fire departments, hospitals, contractors, and state <br />& local emergency response teams <br />-names, addresses & phone numbers (office & home) of the Emergency Coordinator <br />-list of all emergency equipment at the facility (fire, spill, communications/alarms, decon), including <br />location, physical description, and a brief outline of its capabilities <br />-evacuation plan, including routes and signals to be used <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122). <br />THIS FACILITY -IS -,SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: _ <br />Received By,: <br />Title: <br />EHD 23-02-03 08/10/10 ' CONTINUATION FORM <br />
