UST Closure Report <br /> Sharpe Defense Distribution Region West <br /> Lathrop,California Page 4 <br /> It is interesting to note that the water table was intersected at a depth from surface of 16.5 feet, or <br /> about 3.5 feet below the planned depth of the base of the USTs. <br /> 3.0 REGULATORY REQUIREMENTS AND PERMITS <br /> This section identifies federal, state, and local regulations, including the issuance of permits, <br /> which govern the removal of USTs in the State of California(Appendix 7). <br /> 2.1 UST Federal Regulations <br /> 2.1.1 UST Closure <br /> UST and pipeline closure was conducted in accordance with the requirements of 40 CFR Part <br /> 280, Technical Standards and Corrective Action Requirements for Owners and Operators of <br /> Underground Storage Tanks. <br /> 2.1.2 Identification of Hazardous Materials <br /> Potentially hazardous materials including the USTs, UST liquids and sludge, contaminated soil, <br /> and contaminated rinse water were profiled pursuant to the requirements of 40 CFR Part 261, <br /> Identification and Listing of Hazardous Waste. <br /> 2.1.3 Transportation and Disposal <br /> All materials identified as hazardous waste were transported in accordance with 40 CFR Part 263 <br /> and 49 CFR Part 171, Standards Applicable to Transporters of Hazardous Waste. <br /> 2.2 State of California UST Regulations <br /> The UST closure project is regulated under Title 23, Chapter 16 CCR by the California State <br /> Water Resources Control Board and the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). Ms. Karen Bessett of the CVRWQCB became involved in the project when the <br /> groundwater table was intersected in the UST excavation. <br /> 2.3 Local Requirements <br /> The San Joaquin Public Health Services Environmental Health Division (San Joaquin County) <br /> and the DDJC Sharpe Fire Department were notified of the UST removal project and necessary <br /> permits obtained, as follows. <br /> 2.3.1 San Joaquin County Public Health Services Environmental Health Division <br /> ® The San Joaquin Public Health Services Environmental Health Division (San Joaquin County) <br /> requires soil sampling and analysis in accordance with County guidelines.
