UST Closure Report <br /> Sharpe Defense Distribution Region West <br /> Lathrop,California Page 5 <br /> Underground Storage Tanks Storing Hazardous Materials' was obtained from the Environmental <br /> Health Division on December 9, 1998 (see Appendix 7). The Division requires the submission of <br /> an Underground Storage Tank Closure Report after the UST removal has been completed. The <br /> Mr. Steve Sasson, inspector for the Division provided soil sampling direction, guidance and <br /> oversight during the UST removal project. <br /> 2.3.2 Defense Depot Sharpe Fire Department <br /> The Defense Depot Tracy Fire Department (DDJC Tracy Fire Department) was notified 48 hours <br /> prior to the UST removal. <br /> 3.0 FIELD ACTIVITIES <br /> 3.1 Introduction <br /> This section presents a description of the field activities conducted at the Sharpe site during the <br /> UST removals between December 10 and March 12, 1999. Field activities consisted of the <br /> following main tasks: <br /> • Installation of two, new, 12,000-gallon above-ground storage tanks 0.6 mile to the north of <br /> the UST site; <br /> • Transferring contents of the unleaded gasoline and diesel fuel USTs to the new above-ground <br /> storage tanks; <br /> • Installation of a temporary fence around the site for security and safety; <br /> • Back-flushing all product lines to the USTs; <br /> • Removing all above-ground equipment and piping, including fuel dispensers; <br /> • Demolishing, removing and disposing of the concrete fuel dispenser islands and drive aprons, <br /> and asphalt paving as required to access buried piping; <br /> • Triple rinsing the eight USTs with hot water; <br /> • Pumping sludge and rinsate into vacuum tank trucks and disposing of sludge and rinsate; <br /> • Excavating fill materials from tops and sides of the USTs and piping and stockpiling; <br /> • Dismantling all product and vapor return lines, and loading into a metal bin for disposal; <br /> • Inerting,removing, transporting and disposing of the USTs; <br /> • Collecting and analyzing soil and groundwater samples from the UST excavation floor and <br /> soil samples from stockpiles of excavated material for profiling; <br /> • Backfilling the UST excavation and all pipe trenches with stockpiled excavated material and <br /> clean imported fill materials, compacting and grading. <br /> 3.1.1 Personnel <br /> ® Personnel on site included Hugh Ashley, Steve Essert and Gary Benvenuto, Site <br /> Superintendents/Site Safety and Health Officers, and John Hruska and Edward Hugel, assistant <br /> project managers for CAL INC. Mr. Doug Betz was the project inspector for the US Army <br /> Corps of Engineers.
