� . <br /> _aAl <br /> NOx <br /> t�S <br /> ACT I Oti'S TAKEN AT THE I SC W l VERY 5 I TE <br /> 1 1.11 THOI.pF' O 1 L CQIIPA%Y <br /> BLTWEEN SEP1'1 �1 .E1'+ 13 , MS AND DEC1=VJ3ER 13, 19S9 <br /> The September 13, 19SS date refers to Appendix A-9, wherein GTI <br /> responded to questions from the 511-HD (:appendix A-S) concerning <br /> their Pre IIn-,inary Site Assessment PCPCrt of Ma N, 25, 19SS <br /> (appendix A-7 ) . <br /> The . first contaminated soil +vas discovered during the removal of <br /> a 15 ,000 gal . , concrete fuel storage bunker during late 1957 or <br /> early i9S8. .Approximately 4 ,000 cu. yds . of soil were excavated <br /> at that time (Fig. 2) , of which about 2 ,000 cu. yds . were <br /> considered to be contaminated with leakage from the concrete tank <br /> ("diesel and/or bunker fuel oil ) . The removed spoil was stack- <br /> piled on site with all contaminated soil placed initially in Pile <br /> # 1 and later if, Pile # 2 (Figs . 2 & 3) . In as much as most of <br /> the surface at t1)e site is either covered with concrete <br /> foundation slab" or a G" asphalt topping, spoil could be easily <br /> stored without danger of groundwater infiltration . <br /> JTO , who ',"as in charge of demolition and cleaning up of the site <br /> for ISC, along +Pith other investors , purchased the entire <br /> property in July of 1958. <br /> According to JTO, buildings around the storage tank area ware de- <br /> molished during October & November 1985 . Then, about 12541 cu. <br /> yds. of non-contaminated spoil were placed on plastic in a pile <br /> South of the excavation area (Pile # 3) and about 1400 cu. yds. <br /> of contaminated soil were removed and placed on plastic sheeting <br /> overlying asphalt north of the excavation (Pile ;J 1 ) . At that <br /> 1 time the excavation was about 50' X 75" long and 20' deep. <br /> In December , 1988 a short work sun-mary and a soil remediation plan <br /> was submitted to the DHS by JTO. While waiting for a response to <br /> this document , the remaining buildings were demolished in Jan. & <br /> Feb 1589 (,appendix # 10) and most of the building material scrap <br /> removed from the site. Some rubble remains today, mostly in the <br /> form of concrete churks and rebar . I` <br /> EXCAVATION ." <br /> In this same report (Appendix 10) , it +vas proposed to enlarge the <br /> excavation to about 75'X 100' X 40' deep . These dimensions would <br /> approximately encompass the area between the outermost test <br /> borings and monitoring ++ells drilled by GTI . ++'herein no <br /> contaminated soli was found.
