4. Eliminate the creation of 10-acre homesite parcels from property under Williamson Act contract. <br /> These proposed changes were developed by the Planning Commission and the Ordinance Review <br /> Subcommittee of the Planning Commission over a four month period, beginning in July of this year. <br /> Because of the controversial nature of the homesite issue, two Planning Commission hearings were <br /> required. The first Planning Commission hearing was held on August 12, 1993, to consider the draft Text <br /> Amendment recommended by the Ordinance Review Subcommittee. At the conclusion of the hearing, <br /> the Planning Commission directed the Subcommittee to make further revisions. The Subcommittee met <br /> twice more, on September 2 and September 30, 1993, to finalize its changes. <br /> The Planning Commission considered the revised draft Text Amendment submitted by the Ordinance <br /> Review Subcommittee at its regularly scheduled meeting of October 21, 1993. (Note: The Draft Text <br /> Amendment submitted by the Subcommittee is included with the packet containing the Planning <br /> Commission Minutes.) At the meeting, Beverly Sparrowk, Clifford Koster,Toni Francis, and Leroy Ornellas, <br /> expressed general support for the Text Amendment as submitted. Toni Francis stated that she also <br /> represented the sentiments of her husband and Bob and Glenda Hesseltine, who were unable to be <br /> present for the hearing. <br /> A number of people expressed opposition to the Text Amendment. John Eilers stated that he preferred <br /> the more restrictive August 12, 1993 draft to the version being considered by the Commission. Don Moyer <br /> stated that he felt that the Text Amendment fell short, particular with respect to providing homesite parcels <br /> to elderly farmers for retirement purposes. Bob Lauchland voiced his concern that the Text Amendment <br /> would not permit him to create a homesite parcel which could be sold separately from the remainder of <br /> the farm because his father's parcel was less than 40 acres. <br /> A number of individuals made statements concerning the need for homesite parcels for family members <br /> (David Prudhel, Bob Lauchland), past abuse of the homesite provisions (Brad Lange), and organization <br /> changes necessary for clarification (Jose Alva). <br /> After considering all oral and written testimony,the Planning Commission unanimously recommended that <br /> the Board of Supervisors approve the Text Amendment, as revised and with the changes recommended <br /> by the Commission.
