PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
r.' z
JOGI KHANNA M.D.,M.P.H. x `
Health Officer
P.O. Box 2009 . (1601 Past Hazelton Avenue) . Stockton, California 95201
DATE: July 18 , 1989 (09) 468-3400
TO: San Joaquin County Planning Department
FROM: Public Health Services (C(0§D
Environmental Health Division
RE : TA-89-16 PRE-APPLICATION
The Environmental Health Division has the following concern, on
this pre-application that need to be addressed :
An environmental review should be made to address the potential
impacts this text amendment may have . Thi; review :should
include :
1 . The concentration of septic tank effluent witl-lin a
smaller land area .
2 . The impact of ground disposal and to ground water
quality, both immediate and cumulative .
3 . The Suitability of various soils to septic disposal ,
Particularly since land area would be reduced .
4 . The alternatives to septic disposal in case of septic
System failures on a significant basis to include both
the acquisition of more land area for disposal and t}ir
feasibility of retro-installation of a sewer treatment
plant .
5 . The provision on a county-wide basis of an approved
facility or site for the disposal of septic tank
Pumpings .
The Environmental Health Division suggests that this application
is premature as this issue is to be addressed in the General
Plan revisions by the consultants and would also be a part of the.
EIR being written for that review.
Should this application proceed with allowing a "estate type"
zone on septic tanks to a minimum lot size of one acre , Sart
Joaquin County development policies as stated in Section 9-10100
would have to be addressed on an application by application
basis .
A Division of San Joaquin County Health Care Services
