PUBLIC HEALTH SERVICES OPU!N
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H. `
Health Officer
P.O. Box 2009 . (1601 East Hazelton Avenue) • Stockton,California 95201
C4FOR a\P
(209) 468-3400
(C DATE: October 12 , 1989 o
TO: San Joaquin County Planning Department
FROM: Public Health Services
Environmental Health Division
RE: TA-89-16/GP-90-4
In the event that this application is approved , it is requested
that the following conditions be made a part of this approval :
An environmental review should be made to address the potential
impacts this text amendment may have as the density of housing
units will be increased countywide. This review should include :
1 . The concentration of septic tank effluent within a
smaller land area.
2 . The impact of septic disposal to ground water quality,
both immediate and cumulative .
3 . The suitability of various soils to septic disposal,
Particularly since land area would be reduced.
4 . The alternatives to septic disposal in case of septic
system failures on a significant basis to include both
the acquisition of more land area for disposal and the
feasibility of retro-installation of a sewer treatment
plant .
5 . The provision on a county-wide basis of an approved
facility or site for the disposal of septic tank '
pumpings as county facilities are extremely limited and
most septage waste is hauled to out-of-county sites .
The Environmental Health Division suggests that this application
is premature as this issue is to be addressed in the General Plan
revisions by the consultants and would also be a part of the EIR
being written for that review.
Should this application proceed to permit an "estate type" zone
on septic tanks with a minimum lot size of one acre, San Joaquin
County development policies as stated in Section 9-10100 would
have to be addressed on an application by application basis
during an environmental review.
A Division of San Joaquin County Health Care Services
