The application is premature as the county is currently <br /> studying this issue as part of the General Plan <br /> process . <br /> 2 . The county has experienced failures of septic systems <br /> on small lots in densely populated areas in Lathrop and <br /> East Stockton with the areas having to be retro-fitted <br /> with sewer systems installed with grant money . <br /> Currently four areas served by septic tanks (Thornton, <br /> Clements , French Camp and Larch Clover) are being <br /> studied with State Clean Water Pollution Grants . The <br /> results of those studies should be submitted and <br /> reviewed before any changes are made in County <br /> Ordinance . <br /> 3 . The State Water Code Section 13280-13283 gives to the <br /> Regional Water Quality Control Boards the authority to <br /> regulate septic systems . It further states that <br /> counties can assume this authority if the county adopts <br /> and enforces regulations conforming to state <br /> guidelines . This application should be submitted to <br /> them for their review and concurrence prior to any <br /> approval . <br /> Section 9-10100(c) of County Ordinance states that all <br /> development requiring septic tanks determine the suitability of <br /> the area for septic tank usage. Section 9-10001(b- ) , definition <br /> of development, excludes General Plans , Ordinance Text changes , <br /> and rezonings . Since the septic tank suitability study would <br /> determine to what zone minimum development could occur (RR-44 , <br /> RR-65 , RR-100 , RR-200) , Environmental Health would recommend that <br /> any approval of this GP/TA include ordinance text change to <br /> require this study be made prior to any zone change allowing <br /> septic . tanks as the disposal system to determine parcel sizes <br /> that would support systems without causing a public health <br /> Problem or ground water degradation . <br /> A Division of San Joaquin County Health Care Services <br />
