Service in the General Plan; <br /> jb Utilities. Planning for the provision or installation of <br /> utilities in specific areas; <br /> jcl Roadways. Establishing the location of roadways and <br /> roadway rights-of-way; <br /> (d) Improvements. Coordinating the provision of improvements <br /> such as noise barriers or fencing; <br /> jel Aesthetics. Establishing aesthetic standards for <br /> specific areas; and <br /> jfl Parking. Providing comprehensive parking plans for <br /> specific commercial areas. <br /> SECTION 9-2402 . REQUIREMENTS FOR APPLICATION Applications <br /> for Special Purpose Plans may be initiated by the Board of <br /> Supervisors, Planning Commission Director of Community <br /> Development Department or the property owner or property <br /> owner's authorized agent. Applications shall be filed with <br /> the Planning Division. <br /> SECTION 9-2403 . REVIEW PROCEDURES Each Special Purpose Plan <br /> application shall be reviewed by the Planning Commission using <br /> the Public Hearing Review Procedure, with modifications to the <br /> procedures as provided in this Section. <br /> ja Planning Commission Recommends Approval. In the event <br /> the Planning Commission recommends that a Special Purpose <br /> Plan be approved, the Board of Supervisors shall hold a <br /> public hearing to consider the Planning Commission' s <br /> recommendation. <br /> jb Planning Commission Denial. In the event the Planning <br /> Commission denies a Special Purpose Plan application <br /> that action is final unless appealed to the Board of <br /> Supervisors. <br /> SECTION 9-2404 . DEVELOPMENT REQUIREMENTS. Special Purpose <br /> Plans approved under the provisions of this Chapter may be <br /> subject to any reasonable conditions necessary to meet the <br /> provisions of this Chapter. Unless otherwise specified the <br /> use cannot be established until all conditions have been <br /> complied with. A Special Purpose Plan shall lapse and become <br /> void unless all conditions have been met within thirty-six <br /> (36) months of the date of approval.
