(c) Roadways. Establishing the location of roadways and roadway <br /> rights-of-way; <br /> (d) Improvements. Coordinating the provision of improvements such <br /> as noise barriers or fencing; <br /> (e) Aesthetics. Establishing aesthetic standards for specific <br /> areas; and <br /> (f) Parking. Providing comprehensive parking plans for specific <br /> commercial areas. <br /> SECTION 9-2402 . REQUIREMENTS FOR APPLICATION. Applications for <br /> Special Purpose Plans may be initiated by the Board of Supervisors, <br /> Planning Commission, Director of Community Development Department, <br /> or the property owner or property owner's authorized agent. <br /> Applications shall be filed with the Community Development <br /> Department. <br /> SECTION 9-2403 . REVIEW PROCEDURES. Each Special Purpose Plan <br /> application shall be reviewed by the Planning Commission using the <br /> Public Hearing Review Procedure, with modifications to the <br /> procedures as provided in this Section. <br /> (a) Planning Commission Recommends Approval. In the event the <br /> Planning Commission recommends that a Special Purpose Plan be <br /> approved, the Board of Supervisors shall hold a public hearing <br /> to consider the Planning Commission' s recommendation. <br /> (b) Planning Commission Denial. In the event the Planning <br /> Commission denies a Special Purpose Plan application, that <br /> action is final unless appealed to the Board of Supervisors. <br /> SECTION 9-2404 . DEVELOPMENT REQUIREMENTS. Special Purpose Plans <br /> approved under the provisions of this Chapter may be subject to any <br /> reasonable conditions necessary to meet the provisions of this <br /> Chapter. Unless otherwise specified, the use cannot be established <br /> until all conditions have been complied with. A Special Purpose <br /> Plan shall lapse and become void unless all conditions have been <br /> met within thirty-six (36) months of the date of approval. The <br /> review authority may grant an extension of said date not to exceed <br /> one (1) year. <br /> (a) Process. A request for extension shall be in writing and <br /> shall be submitted to the Community Development Department <br /> thirty (30) days prior to the date set for meeting the <br /> required conditions. <br /> (b) Automatic Extensions. Upon receipt of the application for <br /> extension, the Special Purpose Plan shall automatically be <br /> extended until the application for extension is approved, <br /> conditionally approved, or denied. <br /> TA-89-18 -2- ORD #3609 <br />
