BACKGROUND <br /> ' hi 1987,Dames and Moore,Inc. (D&M)completed a Phase I Site Asses 3ment of 2801 Nofth West <br /> Lane, Stockton, California (the subject site). A number of potential en ironmental concerns were <br /> identified and most were subsequently addressed by Kleinfelder and o hers. On 20 March 2000, <br /> ' Property Solutions, Inc. (PSI) completed an updated Phase I Enviro ental Assessment of the <br /> property,AGE was provided an executive summary from the latter,which listed five main areas of <br /> concern on the property: <br /> a Former UST No. 1 - Site Code 18822; <br /> ' a Former Southern Parcel Maintenance Shop USTs - Site Code 1 82; <br /> Solid Waste Disposal Areas - Open Burn Pits and Metal Teepee Burner; <br /> ' a Potential releases of contaminants to the western ditch area and t the two septic tank leach <br /> field areas; and <br /> a Spills,Leaks and Industrial Cleanup (SLIC) Case- Metals Contamination. <br /> The former UST No. 1 concern has received a No Further Action statins from the local oversight <br /> agency and the California Regional Water Quality Control Board - Central Valley Region <br /> (RWQCB-CVR).The southemparcel maintenance shop USTs concern is the responsibility of third <br /> party. A work plan has been submitted to the San Joaquin County - ubhc Health Services - <br /> Environmental Health Division (PHS-EHD). The PHS-EHD will over ee proper disposal of soil <br /> stockpiles,but has declined to oversee the burn pit closures;the RWQC CVR will be approached <br /> to provide oversight for closure of the former burn pits and to resolve the SLIC data file issues. <br /> According to the PSI executive summary, the SLIC listing concerns metals and chlorinated <br /> hydrocarbons contamination encountered in the former burn pits,teepee burner,and west ditch area. <br /> PSI recommended a limited subsurface investigation of the septic leach field associated with the <br /> Millwork building and the septic leach field associated with the Maintenance building for <br /> ' contaminants potentially released from the buildings. <br /> Contaminants in the former burn pits and teepee burner have been addressed in a work plan <br /> ' submitted to the PHS-EHD, and which will be forwarded to the RW B- VR.
