Marley proposes to initiate the paving program after the soil <br /> profile/ground water remedial programs associated with the <br /> process areas , discussed later are completed. <br /> 2. Containment and Reuse of Contaminated Process Waters. <br /> Harley is committed to compliance with the EPA effluent <br /> guidelines for all contaminated process waters associated with <br /> the retort and drip pad process waste waters. All process <br /> related wastewater and contaminated precipitation associated with <br /> these process areas will be contained and recycled to the <br /> process , resulting in zero discharge of contaminated water from <br /> these areas. Marley has already installed containment dikes and <br /> drain-back troughs; paving of these areas (discussed above) will <br /> insure that all contaminated water will be contained within the <br /> J process area. Preliminary calculations performed by Marley <br /> j indicate that all contained waters can be recycled to the <br /> process. <br /> 3. Leak Detection System at Process Areas. An early <br /> warning leak detection system will be designed and installed at <br /> the process areas to insure that , should the integrity of the <br /> containment structures described above fail and leaks of <br /> contaminated water occur, they w¢ll be detected before they cause <br /> severe contamination of the soils and ground water of the area. <br /> The detection system will be designed using data obtained during <br /> the definitial stages described in Chapter III and will include <br /> use of vadose zone monitoring equipment ( pressure- vacuum <br /> l_ <br /> 19 <br />
