2. Soil <br /> Design and test an in situ soil scrubbing process. Upon <br /> verification of its efficacy, implement in situ cleaning <br /> of contaminated soil. <br /> If in situ treatment is not adequate, then augment such process by <br /> removal of a mutaully agreed upon amount of contaminated soil and <br /> disposal in an approved site. <br /> 3. Surfacewater <br /> • Reduce quantity of contaminated surfacewater by reducing size of <br /> area where treated wood is stored. <br /> • Collect contaminated surfacewater run-off and reuse in treating <br /> solution. <br /> Treat and discharge surfacewater off-site. <br /> • Establish and implement a housekeeping system to reduce potential <br /> for surfacewater contamination. <br /> III - Monitoring Phase <br /> • Installation and use of state of the art early warning leak <br /> detection systems. <br /> . Design and implementation of ongoing sampling and testing <br /> program to ensure continuing water qualitv. <br /> • Design and implementation of quality control system. <br />
