Lee OCT 2 8 1996 <br /> AIGC Consultants, Inc. <br /> 2005 Market Street, Suite 2800 <br /> Philadelphia PA 19103 <br /> RE: American Forest Products Site Code: 1882 <br /> 2801 West Lane, Stockton CA <br /> Rather than answer each of the questions in your October 22, 1996 fax, regarding the above <br /> referenced site, I will describe the current management policy which our agency, San Joaquin County <br /> Public Health Services Environmental Health Division (PHS/EHD), has adopted towards the American <br /> Forest Products site. <br /> PHS/EHD has agreed to a five year post remedial monitoring program to allow verification of three <br /> assumptions which were used to rationalize a no action remedial alternative by Dames and Moore. <br /> The three assumptions are that groundwater will remain at a depth of 70 feet bgs, that diesel will not <br /> impact groundwater, and natural attenuation of the residual diesel in soil is occurring. If all of these <br /> conditions are confirmed in 2001, PHS/EHD will request concurrence for a no further action status from <br /> the Central Valley Regional Water Quality Control Board (CVRWQCB). <br /> CVRWQCB can issue concurrence or they can request additional reporting, investigation, or <br /> remediation. If the property owner disagrees with the CVRWQCB decision an appeal may be filed with <br /> the State Water Resources Control Board (SWRCB). The CVRWQCB contact is Elizabeth Thayer and <br /> her telephone number is (916) 255- 3133. <br /> PHS/EHD has determined that the waste oil tank was not a source of the PCE/TCE plume because <br /> there were no detections of this solvent in soil beneath the former waste oil tank during the recent <br /> investigation. <br /> The Lawrence Livermore National Lab (LLNL) report makes a case for natural attenuation based on <br /> benzene plumes.
