■ The amount of material exceeds a Toxic Air Contaminant trigger level. <br />Release to soil (surface and subsurface, including asphalt and concrete): <br />■ The amount is equal to or exceeds a reportable quantity pursuant to CERCLA, <br />EPCRA (SARA Title III), or Toxic Substances Control Act (TSCA) <br />regulations, or <br />■ Hazardous material is not completely or properly cleaned up. <br />-- Release to water (surface and ground): <br />• The amount is equal to or exceeds a reportable quantity pursuant to CERCLA, <br />EPCRA (SARA Title III), Clean Water Act (CWA), or TSCA regulations, or <br />■ Hazardous material is not completely or properly cleaned up. <br />The EDO is responsible for all required verbal notifications to state or federal agencies. The <br />Facility Manager or Representative is responsible for DOE notification. <br />12.2.2 Written Reports to Agencies for Offsite Releases <br />Agencies listed in Table 4 must receive written reports for all releases that could threaten human <br />health and the environment outside the LLNL facility boundaries. <br />Whenever a hazardous waste release could threaten human health, safety, or the environment <br />outside the LLNL facility, or whenever the Facility Contingency Plan is implemented, the U.S. <br />Environmental Protection Agency (EPA), Region IX Administrator, and the California <br />Department of Toxic Substances Control (DTSC), Region 2, must be notified in writing. The due <br />date for the report and the agency addresses for these two agencies are the same as shown in <br />Table 4.
