4.8 PUBLIC SERVICES <br /> An incremental demand for fire protection service would occur, however, 26 homesites are not <br /> anticipated to create a significant impact on the local fire district. The fire district anticipates an increase <br /> in calls responding to traffic accidents because of the increased number of vehicles, particularly during <br /> golf tournaments (Rutter, 1991). This is not considered a significant impact providing golf tournaments <br /> are held very infrequently. <br /> The primary problems of providing fire protection service by the Woodbridge Fire Protection District <br /> would be adverse weather conditions(fog)and distance to the site if the southerly access is not in place <br /> or if the bridge is not constructed to handle heavy fire fighting equipment(Wright, 1991). <br /> Mitigation <br /> t` <br /> 4.8-1(a) Provide a central water system with fire hydrants which in turn would provide <br /> a better class for insurance rates. <br /> 4.8-1(b) Review final plans with local fire agencies to ensure adequate fire protection <br /> systems have been provided. <br /> 4.8-1(c) Establish clearances between the urban/wildland interface to include; the <br /> placement, size, type of standpipes or drafting pipes, and width. <br /> 4.8-1(d) Roofs should be of non-combustible materials. <br /> 4.8-1(e) Construct a southerly access if the Woodbridge Fire Protection District is <br /> designated as the primary responder. <br /> Impact <br /> 4.8-2 There is no determination as to which fire district would have primary <br /> responsibility to respond to service calls from the project site. <br /> Either fire district could provide service to the development. It is reasonable to assume that the FLFPD <br /> would be the primary responder since the major portion of the property currently is within the FLFPD <br /> and response times are low. The argument can be made that with the provision of a southerly access <br /> across the river, the WFPD would be better equpped with manpower and equipment to serve the site. <br /> Whichever fire district becomes the primary responder,a mutual aid agreement will be in effect with the <br /> other fire district. This is considered a less-than-significant impact. <br /> 4.8-3 <br />
