6.0 ALTERNATIVES
Conversely, retaining Tracy Lakes as seasonal wetlands would place a greater demand on groundwater
supplies and Mokelumne River water for irrigation purposes during the summer months when water
levels are low.
Land Use/Planning Policy
Elimination of the haul route would eliminate the proposed bridge over the Mokelumne River. Permits
from the State Lands Commission, Corps of Engineers and Department of Fish and Game would not be
required for this aspect of the project.
Traffic/Circulation
If the Tracy Lakes are not excavated and subsequently the haul route from the project site is eliminated,
truck trips associated with the excavation would not be generated. This would eliminate hauling-related
truck trips on Davis Road, Peltier Road, Ray Road and Kile Road. Without the truck trips, it would not
be necessary to improve the turning circumferences at street corners or intersections and no re-paving
of the roads along the original haul route would be necessary. Elimination of the haul route would negate
all of the truck-related impacts associated with the proposed project, which would be a beneficial impact.
Under this alternative, the bridge crossing over the Mokelumne River would not be constructed and there
would be no access to Davis Road. This would divert all of the resident vehicle trips to Forest Lake
Road. Because the total number of peak hour trips generated by the proposed project would be low (26
PM peak-hour trips), they would not significantly impact the traffic circulation on Forest Lake Road.
Public access to the golf course for occasional golf tournaments would predominantly occur via Forest
Lake Road even with the Davis Road extension, thus there would be no significant change in the
tournament-related trips from the proposed project.
Geology
Eliminating the haul route and reducing the scope of the lake enlargement would minimally affect
wastewater disposal concerns by leaving potentially more suitable area available for leachfield systems.
Under this alternative soil erosion, dust generation and soil compaction concerns would be greatly
reduced by elimination of a substantial amount of the earthwork and equipment operation called for by
the proposed project.
Noise
Under this alternative, the only noise impacts generated by the project relate to construction and grading
activities associated with development of the homesites, golf course and associated building, and vehicle
trips.
6-5
