6.0 ALTERNATIVES
Air Quality
The construction impacts of this alternative would be limited to grading activities associated with the
development of the golf course roadways and homesites. The daily emissions related to this activity
would increase the emission burden associated with PM-10 within San Joaquin County and the larger air
basin. Emissions associated with project vehicles and residential sources of pollutants are well below
the thresholds of significance recommended by the San Joaquin Valley Unified Air Pollution Control
District.
Water Resources
This alternative would affect both the flooding and water supply impacts of the project as well as erosion
impacts. The impacts caused by the proposed project in regard to water supply would be increased. The
amount of storage in the lakes hold is important because this affects the amount of surface water that can
be used for the project. If the amount of storage is reduced, the proposed project would need to rely
more heavily on alternative sources of water, namely groundwater pumping and summer diversions from
the Mokelumne River, with a consequent increased adverse impact on these limited water resources.
Cumulative impacts would be much more severe as a result of this alternative.
Biological Resources
The elimination of a road through the southern part of Brovelli Woods would preserve more of the
riparian complex and decrease the disturbance to nesting and foraging Swainson's hawks. No
modification to the Tracy Lake basins would allow this area to continue to provide summer foraging
habitat for Swainson's hawks and wintering foraging habitat for migratory water birds if human presence
and disturbance along and near the shorelines is minimized.
Public Services
The demand for public services would remain the same as with the proposed project, since the essential
components of the development would not change with this alternative.
Cultural Resources
Elimination of the haul route and bridge crossing would decrease the impacts on cultural resources
located within the on-site alignment. Impacts associated with development of the golf course and
homesites would be similar to the proposed project. No modification to South Tracy Lake would ensure
the integrity of the cultural resources located in the center of this water body.
6-6
