Statement of Fact: This impact will be reduced by the following: <br /> 1) Design and construct a "Scottish-type"golf course. This area would be preserved in an <br /> enhancedstate in which the rodent production on thefairways could exceedthat presently <br /> occurring over the entire alternative development area. As stated in the FEIR, the <br /> Swainson'shawk is readily disturbed on its nestingsitesby human presence;however,this <br /> behavior doe snot appear to extend beyond the nesting territory to foraging sites. <br /> 2) Apply the grassland restoration plan as suggested in the Resource Plan prepared by the <br /> applicant. <br /> 3) Incorporate mitigation measures proposed in the Resource Plan for the protection of the <br /> native trees on the site. This will ensure that the mature oaks and buckeye trees of the <br /> northwest savannah area are not lost. <br /> H-3. Potentially Significant Impact: The proposed"restoration"of Tracy Lakes would greatly reduce <br /> or eliminate the water bird habitat value of two-thirds of this historic seasonal wetland site. <br /> (EIR 4.7-3) <br /> The excavation of all of North Tracy Lake and approximately half of South Tracy Lake <br /> would convertthe present seasonal wetland habitats to relatively deep,steep-sidedsmall <br /> reservoir lakes,resulting in the destructionof one of the best-known natural wetland basins <br /> in the Central Valley,the loss of winterforaging and refuge habitat,and the loss of habitat <br /> for spring and summer nesting activities and the rearing of young water birds. <br /> Finding: Changes or alterations have been required in, or incorporated into,the project which <br /> avoid or substantially lessen the significantenvironmentaleffect as identifiedin the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> 1) A terrace of 50 to 100 feet will be created around the perimeter of the deepened South <br /> Tracy Lake and in portions of North Tracy Lake.The edge of the terrace will be designed <br /> to gradually slope (10:1) to the deepened lake bottom. <br /> 2) Enhance and restore Tracy Lakes by: <br /> a) not pumping out water for farming; and <br /> b) the creation of a permanent body of water by a combination of lake deepening, <br /> developmentof waterstoragecapabilitiesinthe upperJahant,and,in droughtyears, <br /> ground water-pumping. <br /> 3) Develop North Tracy Lake and the western 1/3 of South Tracy Lake as a permanent lake, <br /> for a total of 135 acres. <br /> 4) Restore and create approximately 30 acres of new riparian vegetation along the margins <br /> of Tracy Lakes. <br /> 5) Restore approximately 20 acres in created"greentree"areas in the upper arms of South <br /> Tracy Lake. <br /> 6) Develop a monitoring program,to be implementedby a competent biologist over a 5 year <br /> period,to insurethat the above objectivesare met. Specifically,the monitoring program <br /> will documentthat the cessation of grazing and the water level managementis providing <br /> proper inundation for habitat creation; that the site has developed the targeted plant <br /> 7 <br />
