Riparian <br /> vegetation,especial lycottonwoods and willows,will naturally become establishedupslope <br /> from the dike. The restoration map shows the distribution of these created "green-tree" <br /> environments. The restoration process can be accelerated by actively planting willow and <br /> cottonwood cuttings and planting seeds and/or seedlings of oaks, boxelder, ash, and <br /> button willow in the appropriate locations. <br /> 8) Develop compensation wetlands as depicted on Figure 9, p. 206, of the Buckeye Ranch <br /> Resource Plan. <br /> 9) End the current practice of periodicallytilling the drying portions of the lake basin to allow <br /> aggressive pioneer weeds to invade the entire area. <br /> 10) Retain a waterfowl management specialist to design and supervise the planting and <br /> management of a plant compliment in the shallow area of South Tracy Lake which will <br /> produce an annual seed crop for invading rodents in summer and migrant water birds in <br /> winter and spring. <br /> 11) Conservation easementshall include language that states electric-powered boats will be <br /> permittedon certain portions of the lakes,but no jet skis or other petroleum-fueledengines <br /> will be allowed. <br /> I. (EIR 4.9-1) <br /> Impairment of the scientific potential of the various sites cannot be mitigated by capping <br /> the sites or excavating a portion of the affected area. Impacts to the visual quality of the <br /> setting and the visual connectivity of the sites cannot be mitigated without redesigningthe <br /> project. Due to the severity of the impacts associated with the proposed plan and the <br /> variety of the sites affected, impacts are mitigated only if the project is redesigned. <br /> Finding: Changes or alterations have been required in,or incorporated into,the project which <br /> avoid or substantially lessen the significant environmentaleffectas identifiedin the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> 1) Incorporate archaeological ly-sensitiveareas into protection of the Deed of Conservation <br /> easement. <br /> 2) Leave all house pits, dance house pits, and sweat house pits untouched. <br /> 3) Do not allow any digging in archaeological sites. <br /> 4) Encapsulate any areas where there is a possible burial site that would conflict with the golf <br /> course or roads. <br /> 5) Allow on-site reburial of Native American remains dug up by the University of California. <br /> 6) Allow Miwoks to visit Buckeye for educational and religious purposes. <br /> 8 <br />
