C1� dealing with private land and a proposal which is willing to <br /> _carefully consider and manage the resources present. <br /> The information currently presented in not sufficient for us to <br /> offer specific recommendations. As noted in the Draft <br /> Environmental Impact Report, large culturally environmentally <br /> sensitive areas have been defined. Within these areas are cultural <br /> properties (archeological sites) . However, the boundaries of the <br /> sites have not been established. As a result, 'some of the <br /> C2 residential areas are shown as impacting these cultural properties <br /> may or may not have a direct effects. To address this concern, Dr. <br /> Jerry Johnson has proposed to conduct soil testing to identify the <br /> boundaries of each cultural deposit. The Council supports this <br /> approach. By defining the boundaries of the sites, it should be <br /> easier to assess potential impacts and more reasonable mitigation <br /> measures could be developed. <br /> Once the boundaries of the sites have been identified, it will be <br /> easier to recommend which building sites should be moved. We are <br /> more concerned about the home sites, since the impacts which could <br /> C3 occur from septic and water systems would extend into the deposit <br /> and given the depth the excavation that would occur, fill does not <br /> seen a reasonable alternative. In those instances were a home site <br /> is near and not on a cultural site, it may be better to retain the <br /> residential site since it may act as deterrent to vandalism which <br /> has occurred in the past. <br /> During the field inspection, our council members were asked to <br /> consider the use of fill over the cultural deposit where the golf <br /> course and roads may be located and for all irrigation and other <br /> subsurface activities to occur with the fill depths. After careful <br /> consideration, the Council feels this is a reasonable approach. <br /> C4 The exception is those areas which contain the roundhouse and other <br /> structural depressions. These areas provide a visual reminder of <br /> the Native people who came before us and would allow future • - <br /> generations an opportunity to see evidence left by these people. <br /> We recommend that these areas be left in open space and not filled. <br /> If near the golf course, these areas could be incorporated as <br /> unmowed rough. <br /> The Council appreciates the effort being made by all involved to <br /> consider effects on cultural resources.
