Before any planning agency can determine the appropriateness <br /> of permitting or denying an action of this type, it is paramount <br /> that all reasonable alternatives be explored. Our organization's <br /> major concern is from the wildlife and environmental perspective. <br /> Other entities may choose to review the proposal from different <br /> perspectives. <br /> New York Audubon Review <br /> Does the site deserve protection? YES <br /> Options for Protective Action <br /> 1. Public Ownership <br /> C8 Based upon our review, public ownership does not seem <br /> likely due to the unavailability of funds and superseding <br /> priorities. <br /> 2 . Private Conservation Organization Ownership <br /> Based upon our review, purchase by a private conservation <br /> organization does not seem likely given current funding <br /> priorities and other significant habitat projects of <br /> similar make-up which have a larger land base. <br /> 3 . Private Ownership <br /> Based upon our review, the proposed management plan and <br /> the commitment of the landowner to develop the property <br /> in question in the manner specified seems to be the most <br /> prudent course of action to take in order to permanently <br /> protect a major portion of the property in question. <br /> Significant Resource Issues <br /> 1. Swaninson Hawk <br /> Can this species co-exist with the proposed <br /> development? In our opinion it can. We have worked <br /> in and around nesting and foraging areas of many <br /> birds of prey, including Swainson Hawk. We are <br /> presently working with many cooperators that manage <br /> C9 golf courses which are surrounded by significantly <br /> more homes than are planned for Buckeye Ranch. We <br /> have witnessed active nesting success of birds of <br /> prey in the middle of developments, including golf <br /> courses with high use. In the case ' of Buckeye <br /> Ranch, the limiting factor does not appear to be <br /> nesting trees as much as foraging areas. The owner <br /> is planning significant foraging areas for the <br /> property in question, and in fact, when compared to <br /> surrounding areas, the property will essentially be <br /> the only foraging area available. <br /> III-50 <br />
