B-2 Potentially Significant Impact: Trucks involved in the Quarry Excavation hauling may be unable <br /> to make the required turning movements along the haul route. <br /> The County uses a standard of 96-foot minimum turning path diameter, or 48-foot turning radius, <br /> which ensures the distance between the outermost point of a truck at the beginning of a U-turn <br /> to the same point of the truck after the U-turn is completed. Given this, it appears that the <br /> narrowness and small curve radius on Davis Road at some locations north of Peltier Road could <br /> prevent large trucks from making the required turning movements along the haul route. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: <br /> This impact will be reduced by the following: <br /> The portions of Davis Road north of Peltier Road which have corners too narrow for <br /> excavation trucks to negotiate should be widened and repaired to accommodate large <br /> truck turning movements, prior to excavation activities. <br /> B-3 Potentially Significant Impact: Truck trips associated with hauling excavated material off-site <br /> would increase the demand for roadway maintenance. <br /> Although the project is not expected to create new significant long-term vehicle traffic, during the <br /> construction phase when the proposed 1.6 million cubic yards of excavated material is removed <br /> from the site heavy trucks may degrade area roads used for haul routes. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: <br /> This impact will be reduced by the following: <br /> Prior to final map approval, the applicant shall initiate a detailed design study to <br /> determine the necessary roadway improvements needed on Davis Road and Ray Road - <br /> Kile Road. <br /> Depending on the findings of the design study, the applicants shall resurface haul routes <br /> as necessary, and post a bond for road maintenance. <br /> C. GEOLOGY/SOILS <br /> C-1 Potentially Significant Impact: Potential septic system failure and localized saturation and <br /> bacteriological contamination problems. <br /> Individual septic systems are proposed for each residential homesite, with leach fields proposed <br /> to be located for each parcel within the common open space surrounding individual lots. No <br /> septic suitability studies have been done as part of the FEIR, nor were any preliminary baseline <br /> studies submitted by the applicant. <br /> —3— <br />
