Sullivan: <br /> The San Joaquin Farm Bureau has reviewed the DEIR for the <br /> Buckeye Ranch and feels that the report brings up a number of <br /> questions . These questions relate to the proposed water usage, the <br /> provision to close off a portion of Forest Lake Road, land in the <br /> flood plain, fire protection and police protection. . <br /> According to the DEIR, the proponents of this project wish to —� <br /> file a road abandonment application on a. portion of Forest Lake C250 <br /> Road. We agree with the statement that the other impacted property <br /> owners must agree to have the road abandoned prior to any County <br /> action. <br /> Flooding in the area is an issue that warrants further <br /> evaluation. While we agree with the mitigation measure 4 . 6-4 that <br /> would result in homes being placed above the flood plain, we have C251 <br /> a question. Will the roads also be elevated? Should access to the <br /> property and the ability to leave the project during a 100 year <br /> flood also be discussed? Obviously, the issue here is safety. <br /> The proposed water analysis brings up a number of questions . <br /> The proponents have indicated that they will dredge Tracy Lakes to C252 <br /> help supply w.-2r .: the project site. At a time Where bLilding <br /> water storage facilities for surface water is becoming increasingly <br /> difficult, the concept of capturing surface water run-off for this <br /> project should be supported provided the proponents can obtain the <br /> Appropriative Rights necessary prior to approval of the project <br /> ( Impact 4 . 6-2 ) . We also agree with mitigation measure 4 . 6-3 (b) <br /> that states no groundwater should be utilized to maintain minimum <br /> levels of the lakes . <br /> In the impact overview section ( 5 . 0 ) , impacts to water <br /> supplies are again addressed. On page 5-3 the DEIR states that <br /> 7 <br /> this project will result in a net loss of water. This section also C253 <br /> indicates that the project will contribute to the groundwater <br /> overdraft in the area. Is this consistent with the county policy <br /> regarding water for new developments? Can the proponents obtain <br /> appropriative water from the Mokelumne?
