Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: <br /> This impact will be reduced by the following: <br /> County ordinance requires that septic suitability studies be done prior to recordation of <br /> the final map. <br /> Prior to final map approval a soil suitability study shall be done for each on-site sewer <br /> disposal site. These studies shall include soil profiles, percolation testing and winter/wet <br /> weather groundwater observations to verify conformance with County standards. <br /> C-2 Potentially Significant Impact: Development of the septic system easement plan could be done <br /> on a piecemeal and uncoordinated basis by individual property owners resulting in the increased <br /> possibility for crossing utility lines pipeline rupture and sewage spills. <br /> As noted above in Impact Number C-1, septic leach fields are proposed to be located in common <br /> open space areas. Because the lots will be sold to individuals for custom home construction, <br /> there is the potential for the above noted impact to occur as individuals seek to obtain their septic <br /> system permits. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Based on the results of the required septic suitability studies, the recommended disposal <br /> sites for each building site shall be shown, whether it be on-lot or within a dedicated <br /> easement in the common open space, prior to final map approval. <br /> Prepare and record all sewage disposal easements, including easements for pipeline and <br /> disposal areas, prior to final map approval. <br /> C-3 Potentially Significant Impact: Potential for premature septic system failure given the remote <br /> location of the leachfields with respect to the building sites. <br /> Because of the remote location of the leachfields, there is the potential that normal inspection and <br /> maintenance may be ignored. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of fact: This impact will be reduced by the following: <br /> The Homeowners' Association CC&Rs should include provisions for inspection, <br /> maintenance and repair of all pipelines, leachfields, and related septic system features <br /> located in easement areas of the project. <br /> —4— <br />
