The CC&Rs shall include provisions for hiring suitable maintenance personnel to conduct <br /> this work, the authority to collect fees from homeowners to support the inspection work <br /> and responsibility to inform the San Joaquin County Public Health Services Department <br /> of problems requiring repair work. <br /> C-4 Potentially Significant Impact: Potential disruption to public areas during construction and future <br /> repair of leachfield systems and pipelines in current areas. <br /> Because the leachfields will be located in common, open space areas (i.e., under portions of the <br /> golf course), necessary repairs could disrupt these areas, which could adversely affect the <br /> attention given to needed septic system repairs. <br /> Findings: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Design and install all pipelines, leachfields and related septic system features to be <br /> located in easement areas prior to completion of any improvements, such as the golf <br /> course, in the common areas. <br /> Install 200% leachfield systems with a diversion valve to minimize or void the need for <br /> future leachfield replacement. <br /> C-5 Potentially Significant Impact: Extensive earth moving during project construction will increase <br /> the potential for short-term soil erosion. <br /> This erosion can lead to numerous other types of impacts. Eroded soil contains nitrogen, <br /> phosphorus, and other nutrients, which when carried into water bodies, can trigger algal blooms <br /> that reduce water clarity, deplete oxygen, and create odors. Excessive deposition of sediments <br /> in streams may blanket fauna and clog streams. The increased turbidity from erosion may also <br /> reduce photosynthesis that produces food supply and natural aquatic habitats. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> A grading plan will be required prior to any earth moving on site. <br /> After construction is completed, all drainage culverts will be inspected for accumulated <br /> sediment. Any sediment and debris accumulation will be removed. <br /> C-6 Potentially Significant Impact: Grading and hauling of extracted materials, and project <br /> construction will generate dust. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR.
