Statement of Fact: This impact will be reduced by the following: <br /> Prior to the issuance of the grading permit, a PM-10 Dust Prevention and Control Plan <br /> shall be approved by the San Joaquin Valley Unified Air Pollution Control Board. <br /> Quarry excavation activities will also be subject to County ordinances that will require dust <br /> control measures be utilized during all excavation and hauling of excavated materials. <br /> Require that unpaved portions of the haul route for the quarry excavation operations be <br /> graded with six inches of road base, treated with penetrating oil for dust control. <br /> During construction and excavation exposed surfaces will be sprinkled to control dust. <br /> C-7 Potentially Significant Impact: Operation of heavy equipment could compact and damage soil <br /> structure possibly adversely affecting leachfield areas and the natural drainage characteristics <br /> of the site. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> As noted above, in impact C-2, after completion of the required septic suitability reports <br /> for each homesite, a map will be prepared that delineates the leachfields. Grading work <br /> will then be planned to avoid operation of heavy equipment in areas to be used for <br /> leachfield systems. <br /> The FEIR also recommends that heavy equipment operation generally be avoided when <br /> soils are wet and especially susceptible to compaction. This is a given, as these types <br /> of conditions normally preclude construction activities. <br /> D. NOISE <br /> D-1 Potentially Significant Impact: Existing residents along the haul route segments of Davis Road <br /> and Ray Road would be impacted by truck traffic transporting excavated material from the site. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Off-site hauling will be limited to the hours of 7:00 a.m. to 5:00 p.m., Monday through <br /> Friday. <br /> E. AIR QUALITY <br /> E-1 Potentially Significant Impacts: Potential adverse air quality impacts during construction activities <br /> such as clearing excavation and grading operations. <br /> —6— <br />
