Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Refer to impact C-6 for discussion of mitigation measures to be implemented. <br /> F. WATER RESOURCES <br /> F-1 Potentially Significant Impact: The project proposes to contain and utilize all runoff from Jahant <br /> Slough. <br /> Currently during dry and normal years, most of the runoff from Jahant Slough is trapped in Tracy <br /> Lakes and does not flow into the Mokelumne River. During wet or above average rainfall years, <br /> Tracy Lakes fill and some water is released into the Mokelumne River. Under project Conditions, <br /> which call for deepening Tracy Lakes, during wet or above average winters Tracy Lakes would <br /> trap water that would normally drain into the Mokelumne River and then into the Delta. However, <br /> during very wet years Tracy Lakes would not be able to store all of the runoff and water would <br /> be released into the Mokelumne River. Thus, during years of average and slightly above average <br /> rainfall, the water containment would impact the outflow to the Mokelumne River and the Delta. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will reduced by the following: <br /> Prior to recordation of the final map, the applicant shall obtain an appropriative water right <br /> permit for the State Division of Water Rights for the increased storage of runoff from <br /> Jahant Slough or from diversion of runoff from the Mokelumne River. This will include the <br /> completion of any studies, as required by the Division of Water Rights, including the <br /> determination of the availability of such water in Jahant Slough and the lower reaches of <br /> Mokelumne River for appropriation. <br /> F-2 Potentially Significant Impact: The prosect seeks to augment runoff either by pumping water from <br /> the Mokelumne River or by utilizing groundwater. <br /> The project would increase the demand for pumping groundwater or summer riparian diversions <br /> during dry and drought periods. If the project takes water under a riparian right, it may impact <br /> other downstream users and habitats by diverting a significant percentage of the dry season <br /> stream flow. Many of the surrounding farmers depend upon groundwater for agricultural <br /> production. If large amounts of groundwater are pumped during extended droughts, this could <br /> produce a drawn-down effect on nearby wells and impact the production of off-site wells. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR.
