Prior to final map approval, the applicant shall complete an inventory of existing water <br /> uses and instream flow requirements during the summer to determine the amount of <br /> water available for summer diversion, and the applicant's equitable share of such water. <br /> Dry season diversion of water from the Mokelumne River for irrigation, under claim of <br /> riparian right,will be limited to an amount determined to not adversely affect instream flow <br /> requirements or other existing water users. <br /> Groundwater will not be permitted for maintenance of water levels in lakes. <br /> Water conservation measures will be incorporated in the golf course design (the <br /> applicants are proposing a "Scottish style" course), and the use of native and drought <br /> tolerant plant species will be encouraged wherever possible. <br /> F-3 Potentially Significant Impact: Potential flooding of homesites. <br /> All of the proposed homesites are within the 100-year floodplain. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Compliance with the County's flooding ordinance which requires that the floor elevation <br /> of all residences be at lease one foot above the flood elevation. <br /> G. PUBLIC SERVICES <br /> G-1 Potentially Significant Impact: Increased incremental demand for fire protection services. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: This impact will be reduced by the following: <br /> Provide a central water system with fire hydrants, which will then provide a better class <br /> for insurance rates. <br /> Provide adequate access to the homesites via internal subdivision streets and individual <br /> driveways for firefighting equipment. <br /> G-2 Potentially Significant Impact: Solid waste generated by the proposed development would <br /> incrementally reduce the capacity of the North County Landfill. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR.
