Samples will be collected from these wells
on a quarterly basis, and submitted for laboratory analysis of TPHg, TPHd, and BTEX,
using EPA Methods 5030/8015/8020. These laboratory analyses will be used to evaluate
petroleum hydrocarbon concentrations and trends in groundwater near and downgradient
of the former UST. A report of the field methods, gradient and groundwater flow direction,
the results of laboratory analyses, laboratory analytical reports and Chain of Custody
Records, and other pertinent data will be prepared each quarter and submitted to the
regulatory agencies involved in the project. The "Report on Quarterly Groundwater
Monitoring for Fourth Quarter 1992" (RESNA, February 10, 1992) has been completed and
submitted to SJCEHD and the Regional Board.
Verbal approval of this quarterly monitoring plan was given by the SJCEHD on December
4, 1992,with the understanding that quarterly monitoring requirements will be re-evaluated
by SJCEHD after the proposed soil vapor extraction system has been constructed and is
' operating (SJCEHD, 1992).
Task 4. Construction Plans and Specifications
oil
The previously described soil vapor remediation system will be designed. This phase of the
proposed work will include: engineering calculations; list of equipment, materials, and
' instrumentation; preparation of construction Plans and Specifications, including site and
remediation compound layouts, trench and section details, wellhead piping details, and a
process and instrumentation diagram (P&ID); in-house Plan check and review; one set of
minor revisions to the Plans and Specifications by the Owner; and one by the City Building
Department. Also under this task, RESNA personnel will conduct a site visit with Pacific
Gas & Electric Company (PG&E) and City personnel to discuss electrical service
' requirements, City requirements, and to take site measurements.
' Task 5. Permitting! Air Building. and Fire
A minimum of four permits will be required for the proposed remedhation system: a San
Joaquin Valley Unified Ax Pollution Control District Permit to Construct and Authority to
Operate, a City Building Permit, and a City Fire Department Permit.
1 An Authority to Construct and Permit to Operate application will be completed and
submitted to the SJVUAPCD to allow for construction of the proposed VES. The
application will include a brief site history, a description of the vapor extraction system,
analytical results for known and suspected pollutants, emissions rate calculations, and
completion of SJVUAPCD source and abatement device Forms and other SJVUAPCD
10
