• When reporting any discharge or spill incident over the telephone (initial reporting requirement), give the <br />following information. <br />1. Name and telephone number of person making the report; <br />2. Name and address of the facility; <br />3. Date and time the accident took place; <br />4. Brief description of the incident; <br />5. Estimated quantity of material involved/extent of contamination; <br />6. Extent of injuries if any; and <br />7. Request that the fire chief report the incident to other appropriate emergency agencies. <br />6.1 Minor Chemical Spill Procedure <br />This procedure applies to a spill of 5 -gallons or less. If a minor spill does occur, the Emergency Coordinator <br />should notify the local Fire Department at 911 if deemed necessary, and the Wastewater Treatment Plant, <br />then continuing on to the following steps: <br />6.1.1 If an employee discovers a small spill, as defined above, he or she will immediately report it to their <br />supervisor. If the supervisor is not available, contact the Emergency coordinator immediately. <br />6.1.2 Department personnel may clean up small spills provided Personal Protective Equipment (PPE) <br />requirements do not exceed the typical requirements of normal production activities to such departmental <br />personnel. <br />6.1.3 Spill response may be attended to with a squeegee, absorbents, and/or plastic shovels. Appropriate <br />chemical resistant gloves, chemical splash goggles and other PPE (as required) must be worn while <br />responding to the spill. The spilled material will then be properly disposed of. <br />6.1.4 If at any time during the cleanup signs of overexposure (nausea or light-headedness etc.) are experienced <br />by cleanup personnel, the operation shall cease. Affected employees shall be moved to fresh air and if <br />symptoms persist, medical attention shall be provided. The remaining clean up shall be completed by an <br />outside contract clean up team or the local fire department. <br />6.2 Major Chemical Spill Procedure <br />This procedure applies to an on-going release of a material consisting of 5 -gallons or more. If such an event <br />occurs, the emergency coordinator should once again contact the local fire Department at 911, if deemed <br />necessary, as well as the Wastewater Treatment Plant and MUD Environmental Control at 209-937-8721 if <br />the spill has reached the sanitary sewer or is likely to reach the sewer system. In all cases the State Office of <br />Emergency Services must be notified at 916-845-8510. Should a large spill occur, the following steps should <br />be taken: <br />6.2.1 The employee locating the spill shall immediately notify their supervisor. The supervisor will then <br />contact the emergency coordinator and provide the following information: <br />• Identity of the spilled material. <br />• Location of the spill. <br />• An estimate of the quantity spilled. <br />• Whether any injuries are involved. <br />• Fire/explosion or the possibility of these events. <br />6.2.2 The Emergency Coordinator will immediately identify the character, source, amount and area of any <br />released materials. The initial identification method is through visual inspection of the scene, equipment, <br />logs, records, manifests, etc. Further, the identification should include an estimated rate of release, the <br />direction in which the spill or vapor or smoke release is headed, any injuries involved, and occurrence of <br />any fire/explosion or the possibility of these events occurring. <br />
