FeF' t t , . _ k ... <br />Item # <br />Remarks <br />206 <br />CCR 2712 Failure to comply with UST operating permit conditions. <br />Upon the inspection of onsite records it was found that work requiring the notification or issuance of a permit by the <br />EHD prior to beginning of work was performed. According to the 5/12/2017 designated operator monthly report, a <br />"cold start" was performed during that month. Emergency repairs relating to UST system monitoring and release <br />detection may be performed by a properly licensed, trained and certified contractor pursuant to the EHD's policy and <br />a permit obtained within one business day from the EHD. All other repairs must have a permit submitted to and <br />approved by the EHD prior to beginning work. To date, the EHD does not have evidence of notification for the "cold <br />start". A full permit needs to be obtained for the replaced parts and a permit fee will be charged. <br />This is a minor violation. <br />302 <br />HSC 25291(b) UST system incapable of detecting leak from primary into secondary containment (pre -Jul 2003). <br />Schrader valve on the 100 -octane STP sump was open but facing up. Any potential release from the primary <br />containment into the secondary containment in the 100 -octane piping does not flow into a collection sump. All <br />secondary containment systems shall be sloped so that all releases will flow to a collection sump located at the low <br />point of the underground piping. Immediately contact a properly licensed, trained, and certified contractor to ensure <br />that any releases in the 100 -octane piping flows into the 100 -octane STP sump. <br />This is a Class II violation. <br />306 <br />CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br />The UDC 7/8 sump sensor was raised approximately 4 inches off the lowest point of the sump and not located to <br />detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leaf at the <br />earliest possible opportunity. The sensor was relocated to the lowest point of the sump by the service technician. <br />Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. <br />This is a repeat violation, Class ll. <br />313 <br />HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product -tight. <br />Dispenser 7/8 had seepage on the product line closest to the propane tanks and the UDC had approximately 4 <br />gallons of fuel in it, according to on site technician, indicating a leak in the primary piping. All primary containment <br />for the UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or <br />replace the failed component under permit and inspection of the EHD. <br />This is a repeat violation, Class II. <br />315 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />Liquid was observed in the diesel STP sump. If water could enter into the secondary containment by precipitation or <br />infiltration, it must be removed and disposed of properly. The service technician removed approximately 4 cups of <br />liquid from the diesel STP sump.
