2. MITIGATION
Describe what is done to lessen the harm or the damage to person(s), property, or the
environment, and prevent what has occurred from getting worse or spreading. What
is your immediate response to leak, spill, fire, explosion, or airborne release at your
business?
Flying JEmployees are trained to deal with the release or threatened release of
hazardous material, at least quarterly. Records of the training are located with the
"Flying JFocus Binder, "in the General Manager's Office. As part of the training,
employees are instructed in methods of determining the potential for a release, from
their own actions, and those of the public. The chain of authority within the facility is
well known to all employees, and at least one senior member of management is in
attendance at all times. Personnel are instructed to notify management of release, or
the potential of a release. Management will call the Flying JHelp Desk, who then
contacts the Flying J Environmental Support Group. The Flying J Environmental
Support Group then contacts the emergency cleanup contractor if needed.
Maintenance personnel are responsible for the fuel loading and dispensing area.
These responsibilities include keeping the areas clean and all equipment in good
working order (records of cleaning and maintenance are on file at the site.) All
dispensers are protected from collisions by concrete or steel barriers. Dispensers are
equipped with shear valves rapid change in pressure (broken line) An emergency
stop is located at the fuel islands as an added precaution. The covers for the fuel
farm and the oil water separator are heavy to minimize accidental lifting and curious
public. The fuel farm tank fills are padlocked and equipped with overflow and leak
detectors.
Should fuel release occur, the following is the order of actions in which the
employees have been trained:
1) Hit the "emergency shutoff"'button.
2) Notify management a spill has occurred.
