Emergency Response Action Plan Version :27.10.4 <br /> Facility Specific Incidents <br /> All Roles <br /> Product or Hazardous <br /> Failure of Manifold, Mechanical Loading Arm, or other transfer equipment, or hoses <br /> • In addition to initial response actions above, below are other potential emergency response <br /> actions. <br /> • Notify management of emergency. <br /> • Shut down pumping equipment. <br /> • Close upstream and downstream block valves. <br /> • Initiate Hazardous Work procedures. <br /> • Mitigate spreading of the product, as the situation demands. Potential containment strategies <br /> include: <br /> Earthen dike/berm <br /> Ditching <br /> Spreading sorbent material over the spill <br /> Boom deployment <br /> • Prevent the spill from entering the San Joaquin River to the greatest extent possible. <br /> • Determine the direction and expected duration of spill movement. Refer to the maps in Section <br /> 6.2. <br /> • If located within containment area, ensure that drainage valve(s) is "closed". <br /> • Drain the line section, as the situation demands. <br /> • Make all necessary repairs. <br /> • Return the line/rack to service when repairs are complete. <br /> • Clean up spilled product to eliminate any possible environmental problems. Be alert for pipes. <br /> • If the spill escapes the containment area, review the location of socio-economic and <br /> environmentally sensitive areas identified in Section 6.0. Determine which of these may be <br /> threatened by the spill and direct the response operation to these locations.
