Emergency Response Action Plan Version :27.10.4 <br /> Storage Tank Overfill or Failure <br /> • Shut down all tank farm product movement operations and isolate the tank. <br /> . Initiate Confined Space Entry procedures, as applicable. <br /> . Ensure that the containment area drainage valve(s) is "closed". <br /> • If possible, block drainage of spilled material from traveling offsite. <br /> . If near tank bottom, consider filling tank with water and maintain water bottom to suspend the <br /> discharge. <br /> • Determine the direction and expected duration of spill movement. Refer to the maps in Section <br /> 6.0. <br /> • If the spill escapes the containment area, review the location of socio-economic and <br /> environmentally sensitive areas identified in Section 6.0 and the ACP. Determine which of <br /> these may be threatened by the spill and direct the response to these locations. Initiate <br /> protection and recovery actions. <br /> . Qualified personnel should utilize Combustible Gas Indicator, 02 meter, proper colormetric <br /> indicator and/or other air sampling measurements to assure that areas are safe to enter for <br /> continued response operations. <br /> • Stop all traffic in hazardous area (inside and outside of property boundaries), as the situation <br /> demands. <br /> • Inform local operators such as utilities, telephone company, railway. <br /> . Remove product from containment area (at a sump or in a low area) with an intrinsically safe <br /> pump, oil skimmer, and/or vacuum truck w/skimmer attachments. <br /> • If applicable, process remaining product through the separator system. <br /> . Clean up product spill to eliminate any possible environmental problems. Be alert for <br /> underground cables. <br /> . Stockpile waste for eventual disposal. <br /> . Make all necessary repairs. Return the tank to service when repairs are complete and tested. <br /> • Complete follow-up and written reporting, as the situation demands. <br /> Vapor Cloud (from spill, line rupture, etc.) <br /> . The person who discovers the vapor cloud will sound the alarm and notify the supervisor on <br /> duty and vacate the area. <br /> • Remember: the only proper action in the presence of a vapor cloud is to get away from <br /> it. Do not shut off electrical equipment. <br /> . All personnel will report to the evacuation muster point for roll call and further instructions. <br /> . After all personnel have been accounted for, the Facility Management, the Facility Supervisor <br /> or a Facility Operator will initiate the following actions as deemed necessary: <br /> Shut down pipeline. <br /> Only the fire department will be permitted to enter the Facility. <br /> .
