Emergency Response Action Plan Version :27.10.4 <br /> Immediate Actions and Spill Mitigation Procedures <br /> The Terminal Manager and/or designee ensure the safety of the Facility and prevent or mitigate <br /> discharges through the implementation of the following Plan. <br /> The QI will continue as the On-Scene Commander unless relieved by either the Corporate Regional <br /> On-Scene Commander or the Federal On-Scene Commander. <br /> Whenever there is an imminent or actual emergency situation, the QI, AQI, or the designated <br /> representative will immediately take the following actions (where and when safe to do so): <br /> • Close valves/stop product flow; <br /> • Tend to injured; <br /> • Get trucks out of Facility; <br /> • Warn Personnel; <br /> • Shut off Ignition Sources; <br /> • Initiate Containment; <br /> • Make Notification (Federal, State, local); <br /> • Use fire extinguishers for incipient fire and escape; and <br /> • Other actions as needed by situation <br /> Fire/Explosion <br /> Individual Discovering the Fire -All Employees <br /> • Activate Emergency Shutdown Device (ESD)/Fire Alarm <br /> • Call the Fire Department (911). <br /> • Notify all non-essential personnel to evacuate facility to appropriate muster point. Utilize most <br /> efficient manner to inform employees and contractors, such as, radio or phone. <br /> • Notify Facility Management. <br /> • If the fire is in an area covered by the fixed foam system, ensure that the system is activated. <br /> • Return to the scene of the fire and, if practical and safe, attempt to extinguish same with the <br /> nearest fire equipment available. <br /> • In the event the fire is too large for an individual to fight alone, the individual sounding the alarm <br /> or making the phone call should stand by at a safe distance to direct the fire department to the <br /> scene of the fire and keep personnel and vehicles from entering the danger area. <br /> • If product is being received from pipelines, notify the appropriate pipeline personnel of the fire <br /> and request that the pipeline be shut down. The tank which is receiving product from the <br /> pipeline must not be closed until assurance is received that the pipeline is down, unless that <br /> tank is involved in the fire. <br /> • After confirmation has been received that pipelines have been shut down, close the pipeline <br /> header valves. <br /> • Close valves for the tanks in the tank farm. <br /> Shell Supply and Distribution ERAP-37 Stockton Terminal FRP <br /> ©2019 Witt O' Brien's Revision Date:October, 2019 <br />
